Fish and Chips is unlocked at level 41. Biggest obstacle is the fish but if you can do that it's a piece of potato:-)

Steps to make it:

  1. Grow potatoes on your crop fields (3 hours 40 minutes);
  2. Making lure (between 30 and 1hour 30 minutes)
  3. Catching fish (instant)
  4. Make 1 fish and chips (1 minutes 30 minutes).
Total Time from scratch:
5h10m for 1 fish and chips, every extra fish and chips is 1 hour 30 minutes. When mastered you can save 14 minutes on making fish and chips. Every extra fish and chips will take 1 hour and 30 minutes. Make enough lure because making extra fish and chips can be difficult.

Making fish and chips is for boats and truck orders not for selling. The main ingredient is fish and for that you need some work in your fishing area. Fish itself is not profitable at all.
